About the Role

Demonstrate advanced knowledge of Technical Program Manager (TPM) functional processes and business function. Provides insights on project risks based on broad experience. Manages and drives all aspects of the program lifecycle including solution definition, budget options and alternative analysis (with Architecture, DevOps, TechOps, Infosec teams) and delivery execution by cross-functional teams, inter/intra team communications, technical cut-overs, and risk and issue management. Develop project risk profile, mitigation plan and contingency plan. Monitor and track project team activities and deliverables, supporting program delivery, leveraging a good understanding of tools and processes such as solutioning, estimating, forecasting, capacity management, status reporting, risks/issue management and program plan. Coordinate execution of end-to-end technology delivery across Product Management, Engineering and Architecture teams to support funded portfolio initiatives and communicating with key Business and GapTech stakeholders. Manage the portfolio lifecycle, facilitating application strategy and planning processes, ensuring portfolio delivery success in a modern Dev Ops/agile operating model This includes accountability for financial visibility to the leader team. Monitors and reports to GapTech leadership on the status of program efforts (including weekly time reporting, weekly status reporting, monthly budget tracking and forecasting, reconciliation and risk, action, issue, decision management and tracking). Ensure adherence to Architectural Standards, Information Security Policies and Change Management procedures for project delivery.

Salary Range: $226,554 - $236,554
Employee pay will vary based on factors such as qualifications, experience, skill level, competencies and work location. We will meet minimum wage or minimum of the pay range (whichever is higher) based on city, county and state requirements.

What You'll Do

· Proficient in leading complex, end-to-end technical project lifecycles, including scope definition, planning, execution, and delivery, coordinating cross-functional engineering and product teams using Agile and Waterfall methodologies, and project tracking tools (e.g., JIRA, SmartSheet) and communication platforms (e.g., Slack, MS Teams) to manage timelines, deliverables, and cross-team dependencies.;

· Translating technical concepts for non-technical stakeholders and facilitating clear, structured communication, proficiency in the collaboration tools (Miro, Visio, Confluence) for creating stakeholder-facing presentations and documentation, and expert hands-on experience using SmartSheet for maintaining project plans, risk/issue logs, Gantt charts, and milestone tracking;

· Financial planning for technology initiatives, including capital/expense tracking and annual estimate planning, Excel for financial modeling and analysis, Power BI for creating interactive financial dashboards, and Clarity PPM for portfolio tracking and forecasting,

and experience aligning project financials with delivery milestones and technical deliverables.

· Mapping technical dependencies and maintaining task/sub-task structures in JIRA to support Agile workflows and delivery tracking, documenting technical processes, decisions, and implementation details in Confluence, and familiarity with CI/CD pipelines and collaborative development practices to facilitate efficient delivery and integration.

· IT infrastructure knowledge, system engineering processes, and operations workflows to effectively plan and execute technical projects, including knowledge of ITIL practices and system monitoring/troubleshooting tools; and

· Management Experience to help with collaborating with numerous teams, priority/issues/conflict resolution and coaching/mentoring to project team members to facilitate successful project delivery using collaboration tools (Miro, Visio, Confluence)

Who You Are

Bachelor’s degree or foreign degree equivalent in Information Technology, Computer Applications, or related field and 8 years of experience in the job offered or a related role. In lieu of degree, employer will accept one (1) additional year of experience in the job offered or a related role for each year missing towards US Bachelor’s degree. Any suitable combination of education, experience, or training acceptable.
